Putting up the tray is the only correct choice here.

If you put up the tray, the only thing that can hurt you is the Shrimp Surprise, and that only has a 1/3 chance of working, so you are more or less safe. (Expectancy positive)

If you throw food, you are going to hit a tray and die. (Expectancy, lose)

If you throw the shrimp surprise, there is only 1/3 chance of success, and 1/3 chance of suicide, and 1/3 chance of someone else getting an advantage. Expectancy is negative.

Shelper, Ashes and Fishbulb threw food at people with trays and got sent to the nurse, so presumably, the trays are highly elastic.
