The petitioners have surrendered.
The rule was:
If the twelfth character was a consonant: YES.
If it was anything else - vowel, space, numeral, punctuation mark, non-existent: NO.


The hints:

First hint: Giving the percentages for where the twelfth character fell - the ones that landed on a space (and thus not really in a word at all) were the {redacted} ones. Also indicated that it wasn't any one word in particular.
Second hint:
- The capital letters formed a sentence, with a couple of extra letters thrown in:

ACT
TODAFY
DONT
DELAY
C

The "F" in Today and the extra "C" at the end were the important ones, as the message clearly encourages haste and the last part of the hint explicitly cautioned against haste. The words those letters were attached to: FONT and COURIER Additionally, even without the caps, there was still the instruction to seek a font of wisdom. In this case, font as in typeface, and Courier as an example of a fixed-width font - a major help when dealing with anything involving specific characters in a sentence.

The other parts were still relevant, though. Learning from past history: another case of consonants being the relevant part, which I've done in past clues.
Words and Letters not answering: because characters were the important thing to consider.

The ones I find more interesting are the "Should I quit my day job" questions vs. the "Do mosquitoes play" questions. Two questions ending with "poker" with different answers; two questions with "blackjack" ending in different answers.
