Here's my idea
The three people in the small good have to pick someone they want to eliminate and it has to be unanimous then everyone else joins in.
If one person in the small hold refuses then there will be a minority report and a handsome male lead will escape the police in the dystopian society and prove the minority report exists to vindicate himself but the twist is there wasn't a minority report after all: the search for a minority report itself will lead him to a murderous moment
