Your action only succeeds if your target is also targeted by another player.

I've sort-of emulated this in one game with a Combined Doctor Checker, who knows whether the check succeeded and can infer from that whether the heal succeeded

For instance, a static Cop would see a recruited Cultist as if they were their original alignment and would not be interfered with by Framers; a static TrafficAnalyst would receive a positive result on a 1-shot Messenger that already expended their shot, and would get a negative result on a novice Mason even after N1.
