Some projects require targets. When one such project is undertaken, Utopians who voted for it are added to a Council PT overnight to decide its targets. If they can't make up their minds, the targets are randomized.

When there is this kind of project in play, we want at least one of us to be voting for the project so we can be in the PT. And for projects where we decide who to cop check and stuff, we want most of us to be voting for it I think
