The heuristic rule is 5 completed games on the site, but this is often waived in order to get things to start more quickly.

Norinel, I'd throw Locus in as inexperience-challenged, especially if you're short.

The games start once the mod starts them. Flying Dutchman (Mod for 80) has been on MafiaScum, so it looks like he just hasn't gotten around to it or not noticed that his game's full. I'll contact him.
