Strategy of Role cop holsters N1, massclaim D2 leaves a high chance for an oops all clears scenario. Mafia basically all have to claim vanilla in which case thaumaturge is basically cop with a godfather in the setup.
Maybe fixed by upping the number of chocolates (a chocomaf and 2-3 more choco town.)

This would preserve the property of the ratios of non-Thaumaturge PRs to Vanillas being equal for each faction, but would make that ratio 2 non-Thaumaturge PRs to 1 Vanilla instead of 1 non-Thaumaturge PR to 2 Vanillas:
That looks much less prone to massclaim breakage. Scum get to gamble on whether they swap claims for the goons or not to make them vulnerable to thaum or rolecop and rolecop always claims vanilla. that seems interesting and playable.

making this setup a semi-open with a random amount of Chocolate Townies, either normalized (e.g. each townie has a 50% chance to be Chocolate) or not (e.g. roll 1d8 to determine the amount of Chocolate Townies), would be a different setup conceptually
