Usergroup

I've noticed a usergroup of which I can't work out what it's supposed to be for. Registered COPPA usergroup. At first I thought it was for people under 13 because COPPA is the abbreviation of Childrens Online Privacy Protection Act. But then I noticed then some players who are 12, dont have that as a usergroup.

Exactly, it's not on the list. However, I you go here, you can see everyone who is part of that usergroup. Am I seriously the only one who's seen this?
