The 13 people is dis concerning to me as well, from my PM there seems to be least 3 people in my colour (although probably 3), but there is either:

a) an uneven spread of colour

b) a 4-man scumteam
c) a SK
d) 2 2-man scumteams

If there is a claim spread of 5-4-4, where do we start? The town spread could be 4-3-2, or 4-3-3, or really anything. And focusing on that instead of actually scumhunting can only help the scum.

I think the uneven spread is the most likely to prevent a colour-claim breaking the game.

i think its an uneven spread of colour, mine doesn't seem to be in 3

mer, how do you know which colours are out there? only the colourless know that

Also, red, DO NOT CLAIM. then if one red dies, the scum knows the PR, etc. It wont work at all.

I'm yellow. Once per day, I can send someone's name to the mod, and he will tell me if that person is "concentrated" or not, meaning, if anyone of his color is dead. I got a yes for Coug, meaning either red, yellow, or scum, so if he claimed blue we'd catch him.

this doesnt seem like an example to me.
