I think putting the game on hold immedieatly everytime allows for some rather epic CHESSTROLLING.

A. If a purposal has not been put up for consideration at the time, the vote shall proceed with the purposers time put on hold for the duration of the entrant vote.

B. If a purposal has been put up for consideration, that will take precidince over the entrant. The turn will play out BEFORE the entrant is voted in/out.

That curbs the trolling.

We need some balance. And if you are halfway to the goal score, that means you got a prop to pass and should be able to make another pass anyway. and the penalty is small enough in of itself that no one can seriously abuse it to "troll" anyone to a excessive degree.

also also: i did seriously almost consider making a troll rule to give eeryone crazy posting restrictions except when writing a rule. meaning when a proposal is put up for discussion the proposal itself may be in plain English but the discussion must adhere to the PRs. also voting is normal.

Which prolongs the game further, which is something we don't really need considering how long a Nomic tends to survive anyway.
If we're worried about someone winning prematurely on points, it's perfectly possible to correct that when it becomes a danger.

But then thats just unkempt. it makes us all look like were panicking.

I'd rather deal with this now than later. would decreasing the penalty to a tenth rounded down be better?

also there cannot be a max penalty of more than 35 (thereabouts) points using this method. this ensures that any progress made wont severely impede the "leaders"
