In the setup, not only must people vote for who to lynch, but who lynches them at the same time. The target of the lynch is determined by majority, the lyncher is determined by a plurality of the votes of people on the lynch wagon. The lyncher must be voting the lynch target at the time of the hammer.

At any point while you are still alive, you may PM me a list of names, no more names than the town has lynches left. If all of the scum are within that list, you win. If not all the scum are on that list, you lose. You may neither claim nor hint at this ability/win condition.

If you don't send in a list you win with the town. But they're not going to listen to you so don't rely on them.

Given how the list of names creates a hypothetical scenario where everyone on the list is lynched, and given how them being lynched makes it so that they cannot send in the list of names, they lose if they include themselves on the list.
