Oh! I actually heard that phrase once, several years ago, and subsequently forgot about it. But, like, the concept remained in my memory banks, and I would revisit it every once and a while and get pissed off with myself because I forgot the actual term. I'm actually glad you used that clue now because that is something that has bothered me for a long, long time given that I am all to often a victim of it.
