I assume WIFOM is a tool to be used just like anything else from a bag of tricks to use when the situation calls for it. Still, some people choose to focus on specific tools like WIFOM to use as the corner stone of their game.

Go to someone's wiki that has a table you like, go to edit, copy their code and paste it in your wiki. Then edit it.

Usually, it's when your behavior hurts the games you are in or causes the other players not to have fun. But each player has different criteria for this; some might not blacklist anyone ever, others might blacklist people all the time.
