If you're gonna have a role to counter the watcher, you don't need to double-down on it.
So basically, the roleblocker is redundant with the watcher.

I'd just nix the roleblocker and have it be the 1x ninja. With that, I'd be pretty ready to call it balanced pretty much, but with the roleblocker, I'd say heavily scumsided: town has very little power, and what little they have is countered twice by scum.

1-shot ninja is actually a good precision role: it is a one-time use to guarantee anonymity, to be withheld until the perfect moment where it's needed.
Extra shots overpower it.

Well, there is the lack of town synergy (JK nullifying Watcher/Neighborizer, JK/BP conflict), but individually: Watcher is a strong town role which is mitigated only slightly by a single-time use ability. It can confirm town abilities just as easily as it can confirm scum.
Jailkeeper is a strong town role, in some ways stronger than a doctor or a roleblocker because it has two ways of stopping a kill, which if repeated, give the town an extra lynch. Especially given the BP. While not knowing which of blocked-kill or blocked-scum it'd be, they'd still hold a fair chance of doing exactly that.
The Neighborizer could, in an optimized scenario, end up coordinating the two strong roles. They lack synergy thanks to their nature, but they can still be coordinated.

Given that, I'd say the town's got enough power. If only one kill was stopped, you'd get onto evens which are bad for the town, but the odds are you'll end up with two stopped giving them an extra lynch. The power behind that cannot be emphasized enough.
