Most supports in my division understand their functions, but they do not always have the skill to perform them

I mean the supports in here understand their job is to:
- keep adc alive
- make adc strong
- provide vision by warding
- for supports like sona and soraka, keep the team healthy and buffed. For supports like leona or braum, disrupt and disable the enemy team.

Do they understand how to manipulate the lane?
Do they know how to punish the enemy bot lane's minor mistakes?
Do they understand when they're stronger than the other team in full trades/all-ins?
Do they know how to initiate for ganks?
Do they know how to predict and prepare to counter 4-man or 5-man ganks?
Do they know when to back? When to roam?
Do they know where the most important places to ward is throughout the game and how to determine this?
Do they know how to build? (This is STILL a common problem in my ELO)

EDIT: This is more the stuff I'm talking about. It's all well and good to say that they know what their role is and their overall goals, but my point is they don't know how to reliably achieve those goals.

Accountant, what you've described is basically saying "they have read what the abilities of their champions are"

What ankamius is describing is "they have a sufficient understanding of the game and their place in it to perform higher level functions"

Any baddie can press w on soraka. It takes a good player to know when to silence.

i picked ziggs against kogmaw jg and he's the first pick i've found who can satisfactorily handle the hypercarry even by lategame
ziggs' attacks outrange kogmaw's, don't have to land so often (he's pretty squishy), and are hard for such an immobile champ to avoid

Make sure to specify build, like if its teemo say whether to build ap or ad. Try to have a list in case I don't own that champ
