It is a lot, though it's balanced against a lot of ways to stop a kill - town doctor, roleblocker, and commuter. And on the mafia side a roleblocker and a bulletproof. There's inherent swinginess to it.

So the vigilante is unlimited shot. That's not something I see all that often in mini games. I think town may have too much kill-neutralizing power, though. Lemme think about it.

The ungated cop may be a problem, too. Maybe change the doc to a jailkeeper.
