Regarding the video, it wasn't rulebreaking because he used the video as a reference. It's against the rule if he somehow used the video to prove the truth of his claim, but he didn't.

The original setup the vig had full BP, backup IC could use her power even if IC used her power, and scum didn't have factional rolecop.
