10:3 mountainous is not balanced. 11:2 mountainous is very scumsided (and in fact has a 0% town win rate on mafiascum.net; it is of course
possible
for town to win it, but the true town win rate is likely very low). And 10:3 mountainous is so much better for scum!

10:3 White Flag is considered balanced, and this mechanic has some similarities with White Flag, so it's possible that this setup is balanced. I'm not sure the scum would enjoy it much though, and finding the last scum (after one had died) is likely to get very tedious. In general, setups where there are a large number of townies and very few scum (as could happen here after an early scum lynch) tend to be depressing for everyone.

So you've basically just got three CPR Doctors who can't communicate but win together. (I assume they know each others' identities?)

I suspect this is highly scumsided.
