Someone might have brought this up already, but you could rank 2nd/3rd place based on how many votes they got in FTC? Someone who got 4/9 votes or only lost in a tiebreaker runoff probably deserves a decent payout, someone who was unanimously ignored probably doesn't.

(To be clear, the winner would still get $1,000,000 regardless. This could presumably also work with ELOs, come to think of it.)

To be fair, the winner under that system would always still get the same boost regardless of votes--using jury votes as a metric would only act as a judgment on the runner up. And I do think, for that purpose, that anyone whose strategy involved getting 0 votes in FTC deserves to be slighted, while 4 votes at least means that you weren't universally hated and it wouldn't be an insult to the system to give you $100,000 or so. It isn't perfect, but yeah.
