If Titus is town and Penguin isn't (which is the assumption) Penguin can claim their action early and prevent Titus from revealing anything about whether she tracked.

it was an accident, theres very little i can say to prove that but its just not my scumplay, im a cautious and very manipulative scumplayer and i gambit a lot too but that was accidental, not a hammer i would do voluntarily as either alignement
