It actually happens pretty frequently, even. Just in the last year it happened in those games, and very heavily (three times) in #2016.

It was great in Bands, the reward that you could have gotten was a Vacation item :P If only it was used.

If it didn't encourage walling harder than people already do it would be cool to have a game where there's a cap on PMs that any two players can send to each other per day/cycle/challenge/TC.

The issue with this is that especially in LoL you were left with people so obviously hinting at other pairs that they would get known easily. You were also left with people wanting to get others out for pair-related reasons but not being able to state those reasons.

Was the idea poorly executed? Yeah. But nobody knew that beforehand. It wasn't really brought up (nor did it seem to be occurring) in Eon.
