Posting Issues

New to the site here, and having some posting issues.

I can post in the Queue, and I can post here in the help forum, but not anywhere else. Any other forums/threads I go into there aren't any buttons for replying to a topic, or even quoting people. At the top of threads I can't post in, where the 'reply' button should be there is a box that says "Search the topic" and an appropriate 'search' button.

Any help would be appreciated
