I'd say add a Mafia role to the Tracker/IC/Goon line that can mess with Tracker but not ruin the Cop/VT/Goon setup which is already balanced.

I can think of a rather powerful scenario for JK/Tracker/RB
Player A JKs Player B, Player B dies, Player C tracks Player D to player D. Player D flips RB, Player A JKs among the remaining players (4/5) and the tracker tracks the JK.
