Your reasoning still has a huge issue that TL's scummy play combined with the fact that role cop is an extremely common scum role means that every time TL had a result, a large set of the player base would end up wasting half a day phase arguing with him, and the other half discussing paranoia over his results. There wasn't a high chance of him hitting a pr the way you think there was, and because of the mentioned discussion thing, scum killing him is a lot less of a guarantee than you are proposing.
