Morality is neither simple nor absolute though, it's interpretive. It's situational. It's like that fuckin trolley cart meme; save the many and doom the few, or do nothing G and remain not responsible for the death of many

It's not a utopia if it has to be ruled with fear and death threats, it's a fucking dictatorship. If your population is held together purely through fear, they'll never accept the ideals of your utopia. It'll never actually exist. The population will never Think Alike. No modern nation will let itself become engulfed in this nonsense.
Anyways, I'm sure this has been asked but how exactly do you intend on coming to power in the first place?
