The principle of "sacrificing the few to save the many" is a simple and absolute rule that can be applied to any situation no matter what - it's not situational and there's no room for interpretation.

I have two sinking ships. On one, I have 300 charity workers heading on an aid mission. On the other, I have 600 convicts of the worst kinds (murders, rapists, you name it).
I have the resources to save one vessel, and only one. Who do I save?

It's not a utopia if it has to be ruled with fear and death threats, it's a fucking dictatorship. If your population is held together purely through fear, they'll never accept the ideals of your utopia. It'll never actually exist. The population will never Think Alike. No modern nation will let itself become engulfed in this nonsense.
Anyways, I'm sure this has been asked but how exactly do you intend on coming to power in the first place?

I take the fact that nobody likes my utopia to be the ultimate proof that I am a hero - that I am right. After all... it would be quite frightening if many humans were to support the correct path. To have many humans support your idea means that it is representative of the typical human belief - and as humans have perpetuated many evils in the past, such as murder or rape, systematic discrimination and so on... then it would be unsettling for the typical human belief to reflect the correct path.
