Also, how long is the IC queue? Because I might want to give that a shot, but after a month or 2 when I have a bit more time

I believe that the newbie upgrade to SE requirement is to play 3 newbies and a game off of the road to rome queue (Micro, open, mini, ect)

Before I believe it was you just play 2 games anywhere and you're instantl6 nolonger a newbie

Before you could play 2 newbies then had to have a game completed outside the queue to sign up for a game from scratch here again (you could still replace in though), which would then be as an SE.
