Why can't Mulch have been the NK target?

mulch could have just as easily been the one to kill someone. While this argument is a possibility the likelihood isn't way more than the other or vice versa in this situation. The likelihood that mulch would claim commuter after a no kill went through when he was supposed to kill someone is high. the likelihood he got odd night commuter while fykus claims to be able to force commute and dunker claims to be odd night loyal vig, which is a circumstance that benefits mulch, is a lot lower than the first possibility.
