Is there ever any circumstance when an admin(or the like) would change a users username if it was requested?

Typically, no. Changing usernames causes problems in Mafia games, even archived ones, which rely on the names remaining consistent. The only circumstance where a change is warranted is if the original username caused technical problems (e.g., symbols didn't parse correctly). If you need a new username, then I would suggest making a new account.
