Hard to counter the damage it brings, as it brings magic damage.
And a lot of ADC's synergize fairly well with it (vayne W, Varus W etc.).

Sort of? It's still 3 stacks but once guinsoo's is fully stacked it procs on-hit abilities twice on every other shot. Silver bolts are an on hit effect. So you get 3 rings in 2 shots after you have 6 stacks.
