There's no other reason to randomly distribute their visits based on a key that is only useful to the rest of us when we know all of their slots. Given the fact that he's explicitly made it so that you can just not visit someone if you want and to crumb it, its actually no different than just visiting whoever you want. So from how I'm reading the signs, Kagami's plan actually doesn't do anything.
