What's the best number for a merge?

For large social games such as Survivor where the primary mechanic is social interaction.

there's no "ideal". The goal should always be to at least slightly subvert the players' expectations.
There will be no kisses tonight
There will be no holding hands tonight
'Cause what is now wasn't there before and should not be
