Ehm, I'd say game over?
At any time, the spy can declare that they are the spy and has one guess at the location. If they are correct (reasonably speaking), then the spy wins. Otherwise the town wins.
Spy guesses wrong, so they lose.
There is no mention in the rules about the second spy getting a 'last second' guess.

Read the first few pages of the thread. We talked about possible ways to balance two spies (since that's not part of the original game) and that's what we decided on.
