If Norweg is town, he would have no knowledge of the alignment of any other player. Why then would he be focussing so hard on trying to kiss Innocentvillager's ass, out of the players voting for him?

It's a divide-and-conquer scum-strategy, which will obviously be effective in this game where town needs unanimity to win.
