But if it rolls 1-99 it happens and is consumed.

Is Funding auto used? Like. If someone gets some funding and chose to use an ability do they automatically use the funding or could they choose to use less?

thats why I think a good way to control all the PRs is for LLD to decide what all of us do

and she will tell us by giving us instructions like:

100 = do this
99 = do this
98 = do this etc...

then when she sends out money each of us knows what the thing we're supposed to do is.

it concentrates all the risk in one person being scum and we all have partial information. and LLD will know what everyone is supposed to do.
