Here's an early version of the first draft of the MSR.

NOMIC RULES (Draft 1.0)

This is by no means the final version; it is merely a better-organized version of the one we have. It will most assuredly change, and not all fallacies are gone.

“Magical, Invisible Rule One Hundred”

There are two different versions of the rules: the Current Set of Rules, and the most recent version deemed stable by the Enforcer Team (Stable Rules). If a major logical fallacy is found in the C.S.R., play will immediately revert to the S.R., while the Enforcers work to integrate the rules which have passed into the S.R. From time to time, the Enforcers may choose to create a new version of the S.R.

“General Information”

Nomic is a game about making rules. To play, you only need to familiarize yourself with the relevant parts of the rules, and check to see what's happened recently. If you only wish to vote on rules others have proposed, see the section on voting; if you want to make new rules, see the section on proposing; for information on game mechanics, see the mechanics sections; anything else you need to know is in a section.

“Proposing New Rules”

You may propose rules as often as you like; to propose new rules, type
New Rule:
, followed by a short, descriptive name for the rule; then put the actual rule. Put this in bold.

There are several different types of rules:
1.Rules which do entirely new things. These require at least 50% of voters to say Yes.
2.Rules which amend older rules. The amended version does not effect the rules passed since the initial version and the amended version. These require at least 2/3 voters to vote Yes.
3.Rules which abolish current rules or revive abolished rules. These require at least 75% of voters to say Yes.

In addition, there are many ways to amend rules:
1.Direct amendment. This changes the rule.
2.Corollary amendment. This makes a rule dependant upon another rule's existence.

If you propose a rule, it is your responsibility to count the votes for it. The Enforcers will try to count votes, but there is no guarantee that they will.

Wait at least 60 hours (2.5 days) before counting votes, but do not count votes after 72 hours have passed. If the first five votes (not including your own) are yes, your rule passes automatically. If the first five (again, not including yours) are no, it fails. At least 7 votes must have been cast for a rule for it to pass.

The rule will become official after you post the vote count.

Inaccuracy in vote counting which leads to passing a failed rule, or vice versa, will result in a penalty.

“Voting”

Each player may vote on each proposed rule once. Votes should be in bold.

You can use the initials of the rule you're voting for. For instance say you're voting for the “In-ness and Out-ness” rule. you can vote like this:
IAO: Yes


You may vote on the rule until one of the following occurs:
1.72 hours from the rule's proposal have passed
2.A vote count has been given for the rule.

“Game Mechanics”

Except in amendments, older rules always take precedence.

If a rule is amended, the amendment will not affect rules based on the amended rule, except in special situations.

A rule can only amend one other rule.

There are 5 Enforcers. They cannot vote on rules.

Enforcers can hold a vote for any rule to decide if it is Fair, Logical, Understandable, Integratable, and Desirable in to the current rules. If 2 of them vote that it is not, the rule will be thrown out. They may only do this once every 3 rules.

A rule cannot be voted as not FLUID before it passes.

Rules declared not FLUID can be kept if 75% or more In players vote to keep it.

A player can be “In” or “Out”. An In player has voting rights. An Out player has rule-proposing rights.

A player can declare themselves In or Out only once every three days.

By default, all players begin In, except for Enforcers, who cannot be In.

Enforcers may call special sessions when multiple rules, together, prove to not be FLUID. They will vote on a new, more understandable version, and the game will continue while they do this.

After 100 rules have been proposed, a new version of the Nomiconstitution will be publically voted on. Everyone may vote on this.
