Well, this game is using some home rules which change the way win conditions work:

A card's rule may include a win condition. To win the game, a player must fulfill a win condition from any card, and keep it in effect until the end of the next round. If he succeeds in doing so, he wins the game. This is the only way to win a game.

Points effectively do nothing until it's defined by more cards.
