Doesn't the lazy here apply to both the traitor and the strongman? If I'm not mistaken, that would result in both the traitor and the strongman roles being disabled when they are the last scum left. Traitor can't perform the factional kill, so the strongman there does nothing. It might need to be Mafia Strongman Lazy Traitor instead.

The thing I'm torn about is that GIM is by its nature a deck of zanier roles, and this deck's conceit is to put a submission restriction on what you can put into it. At the same time, Normalcy is both a "what is

technically

normal and what is actually 'normal' to play with".

Like, the Werewolf super big enabler is essentially a vanillaizer for the entire game. So that's both a case of "oh, neat, it has an emergent part of it". But then there's the wolf with all the multitasking of everything, which absolutely wouldn't pass Normal inspection. Yet, it's Normal.

So I'm not sure.
