As far as I am aware there are no specific rules on how Normal Game mods should handle stalemates as you describe. There is nothing in the Normal Game guidelines that I can see that points to any specific procedure or precedent to follow.

I'll have to check with listmods/reviewers to get a proper answer, basically. I'll return to this once I do.

Follow-up: I was told that there is no ruling for this and to use my own discretion. As the moderator, I feel the most fair option in this scenario (no elimination made through night actions or vote and no signs of players wishing to stop the repetition) would be to declare the game a draw.

Bambi Jay's POV is too non-paranoid for my tastes — almost TMI.

I've been doing some reading on Bambi and HEM and I really just don't think it make sense as a pairing. HEM called Bambi out for a TMI non-paranoia read and I don't think in a way that indicates scum distancing but in a town catching scum way. Like there wasn't a substantial push there, yes, but it is also an out-of-place call out for scum!monkey to make.
