Both hoods have a neighborhood recruitment ability. Anyone may do the ability.
Both hoods are also indistinguishable from each other – named the same way, etc.

At the start of each day the town receives a count of how many scum and Millers are in hoods. Scum/millers in both hoods will count double.

If Town neighbor claims D1 this is cop 9er + an IC, with the IC being able to semi unreliable investigate if they continue surviving.

If No elim D1 and D2 into players who get recruited into hoods claiming then it's probably even more townsided than that.

So it'd be 1-3 Town Neighbors and 1-3 Scum Neighbors, with a potential overlap of 1 player being in both?

Probably best play to just leash both hoods to recruit the same player N1 unless you clear both Neighborhoods with the elim (in which case it's almost certainly a town win) and force full claim D1. You get a pool of 3-4 players with 1-2 scum (semi known quantity) in them.

You're probably going to want to get rid of the PT cop entirely or get rid of the public scum composition of wagons mechanic entirely. Either that or retool the setup to be a larger game.
