look, it's simple really, ascetic has 2 main uses in normals : as a loyal modifier miller / upgraded macho

considering that cakez is a backup to a cop, probably a full one / one that has his fair share of shots, it would be pretty unreasonable to assume there's a loyal role on top of that, which would generate waaay too many clears if left unchecked

as such, ascetic is probably to make him unprotectable, and doesn't need to be claimed as it generates more risk than benefit, the risk being death (even though with the current context, we can supposed it was made as a way to block the watcher from seeing)

pedit : i dunno, just sharing my view on things, y'know, that's how things work, i'm certainely not arguing about his case specifically
