Here is a thread on defining Normal as a set of principles instead of a role list.

If I were to control Normal the role list would be built top down based on roles that fit a set of principles on how Mafia is usually played.

Disclaimer: I am not part of the NRG.

Normal Game expectations:

1. Mafia is at its heart a game of an uninformed majority versus an informed minority. Multiball and SK presence, if allowed, must be announced in signups as that changes the game. Other alignments are forbidden.
2. Players vote to eliminate based on majority or plurality. The vote is sacred and must not be influenced by roles.
3. Typical Mafia strategy of voting scummy players and using your actions well must be able to be used to good effect. Roles that significantly change the meta are not Normal.
4. Nightplay must not dominate. Normal games should be won with skillful social deduction.
5. The mod should not unduly lie to players. Role PMs have the expectation of being true, and results should not be outright lies.
6. Roles should work in a consistent way that does not differ between games or moderators. Role PMs should be written in a way that keeps that consistency in mind.
7. Roles should be able to be understood without difficulty.
8. Normal games should be fair. Keep "bastard mod" elements and random action resolution out of them.
9. Normal games should be adequately balanced. If the game's win is determined by the rand, the game is not Normal.
