It's a 2 shot Gunsmith. Scum didn't need a counter to it at all like a Doctor would. Titus also probably wouldn't have claimed doctor if they actually had one so it's probably fake. Instead I believe they would have some form of weak investigative like tracker to possibly catch the GS/JK and off them.
