Again I hate being the one to cast the deciding vote of the game. I just don't see how town!Emperor behaves like that right at the death.

It comes down to if a Scum Tracker with a Lazy modifier is possible.

I'm struggling to conceptualize what that would look like - when and how the lazy modifier would kick in.

Lazy would kick in if they were the last scum and the traitor was dead.
I'm not sure what that does balancing-wise, but that's a question for the reviewers. We also don't know exactly what the setup is.
It's a legal modifier for scum, and I don't know why it was used here, but I know it's possible.
