Could have sworn someone asked about Traitor recruitment and got a response that it's legal but I can't find it now

If the question is "Is X able to do Y" then it requires they currently have the ability to do so. "Has X ever been able to do Y" covers expired abilities.

Korina has already established being a stickler for specific phrasing (See Kirigiri getting responses saying how "an invention" could be blocked, despite it being very clear she meant Nightmare Invention, which we know can't be blocked), so I'd rather not leave any ambiguity
