Tracker is basically <= cop, and it only becomes ~ cop if one maf dies.

I think either mafia has to play poorly or town has to play really well for a day 1 mafia lim without a pr claiming. In which case the town definitely deserves the win if they also happen to track maf + not get shot.

yes mafia is expected to CC a pr in a 9p tho, that is true. Im of the belief that 9p = ccing pr is necessary

It goes against my soul of mafia design philosophy but theres no tools to alleviate it in simple so just hope mafia knows to claim a PR here and not in a silly way

It's almost certain that mafia will lose off a day 1 elimination, essentially, which would just lead to an incredibly frustrating experience.

(Tracker just isn't a great 9p role imo for this reason)

I don't see how that's almost certain at all. It's not almost certain mafia will lose if there's a cop in the game and that's basically what it is

Actually do you think there's a way to make this setup less "swingy" but simultaneously increase town EV (since 40% is meh) rather than reduce it?

I mean it was already passed so I won't object to running it as is, but if you do think there's a way I would like to discuss it.
