We need to consider the fact that Vigs were put into this game for a reason. With only one flip per day/night cycle instead of two, town is operating on less information than a normal game while still playing with the same town:scum ratio.

This makes the odds of a town wincon being achieved inherently lower than a normal game if at least one vig does not take a shot.

IMO, math and understanding that this game was most likely reviewed for balance suggests that we must use a Vig shot today. We have to determine who we shoot to give ourselves the most information. I believe shooting RC/Ali does that.
