then why did Guillo replace out from "not caring" if they had a vig shot. I don't see that happening. I think Guillo got dissinterested because they are scum who lost their scum partner, their other partner is Noraa, and then at least 1 of their partners is probably lurking or inactive.

But Drivers aren't forced to visit every blade, or any blade for that matter.

Scum want to visit Noraa. If you are town and visit you ruin any chance town has to catch scum who might visit her.
