This and reasons would be examined. I'm not one for VCA myself but he and his sister are effective with it.
Also, scum wouldn't get town points for avoiding the first town wagon, most people don't get much scrutiny for joining a wagon, the only one who does are the people who are spearheading the wagon. There's a reason 3rd and 4th on a wagon is a good place to find scum
