If they don't get assigned the role there's some bad juju with massclaim stuff and forcing people to use roles to prove they have it and it gets kinda technical

What about scum starting with certain powers but if they get randed a power it vanillaises them, balances against town getting 3 PRs and scales down the less power town get

that's not a bad idea. the first thing that comes to mind is...
if town gets all 3 power roles, scum gets a factional 1-shot strongman or 1-shot ninja - they choose which one they'd want to use and when, and both scum still flip as a goon (to make sure that the game doesn't become way too broken by conftowning all 3 power roles).
if scum gets 1 or 2 power roles, they don't receive them, and instead get a factional informed that tells them which roles were they supposed to get.

oh wait, considering scum *always* flips goon regardless of what they rolled, i can make it so that the power role distribution is rerolled if it happens that scum has 2/3 power roles. so that it's guaranteed town will have either 2 or 3 of them.

Not necessarily, it's not that crazy to fakeclaim PR if you know town has 3 because it's not like they're all going to claim to out you.

that's a possibility. i first thought of strongman/ninja since (other than the obvious benefits) that adds more ~ambiguity~ to the validity of power role claims, and also lets scum fakeclaim them more easily, but if that's too strong against 3 town prs...
if town has 3 power roles, scum being informed of 3 random power roles not in the game is also a possibility? i can't tell which one is supposed to be better right now, it's way too late (like i would usually know)

Strongman isn't bad, ninja's a little niche since it only counters two roles. I liked vanilla cop or something, just to allow scum to visit so any non-killing visits weren't confirmed town.
Informing scum of 3 roles not in the game is probably too many, but I guess it's not a huge deal. I'd probably go with 2.
Maybe you could let scum choose between 1-shot vanilla cop and knowledge of 2 roles not in the ga-- wait, that's just my I/M rule for PYP X/Y, isn't it. I mean it was a cool rule
Between the two I think informing is probably better, since it would really suck to claim a PR as scum and get screwed by that role happening to exist in the setup. I believe the D3 setups (and a lot of setups with modular PR's) provide at least some information to help scum avoid that.

if there are 4 power roles in the game, i'd give them a factional 1-shot roleblock, 1-shot rolecop, 1-shot ascetic
if there are 5 power roles in the game, they get a factional 1-shot roleblock, 1-shot rolecop, 1-shot ascetic, 1-shot ninja, 1-shot strongman
i kiiiinda wanna give them a 1-shot rolecop if 3 town power roles to keep the "scum gets extra 2 powers for every extra town power role" symmetry
