Is what - that it won't autoparse things next to the tag? Seems to be either intentional on the part of phpBB3 or very very hard to fix. Smileys will do the same thing.
Place a space before/after the link, after/before the tag you're wrapping it in, and it will work 99% of the time.
In the reply screen, there's a checkbox for "Attach a signature (signatures can be altered via the UCP)" -- make sure it's checked. (I'm pretty sure it's persistent while you're logged in. It is for me.)

And this is actually size 100 (default/normal).
This means that numbered/alphabetized lists are inflated in text size in PMs. You can't see it in previous nor in the PM conversation thread below, but in the main PM itself, some list text size is all buggered up.
